NOAH's mission is to assist people caught in the flood of homelessness in the Carlisle and Cumberland County area with affordable housing and a broad, interconnected network of community opportunities and support for personal independence.

NOAH is modeled on the Housing First-- Rapid Re-housing model and Housing as Healthcare, which incorporates key elements of behavioral health services vital for individuals with complex care needs. Being homeless is traumatic, disruptive and unhealthy for families and children, so rapid re-housing is a good first step to healthy family life.

Our team structure (see About Us) is designed to provide the interconnected opportunities and supports that are vital to the success of youth and families in our community of Carlisle and in Cumberland County.

 With the support of the whole community we can build this inclusive coalition of people helping people, acknowledging that none of us are home until all of us are home.
